The end of Chinese imports was conveniently timed with the fall of the USSR, however, resulting in the newly formed Russian Federation satisfying SKS demand until it too was cut in 1998. Most of the Russian SKS examples in the United States were imported during these four years (as well as several other classic Soviet military surplus firearms).

The machining and woodwork is faaaar nicer on my Chinese sks compared to my Russian ones. Granted, I believe my Chinese unit was non-issued (probably new production and not surplus), and my Russian ones look like the were tossed in the back of a dump truck between refurbishing and being packed away for storage. Only two differences I can see between my Chinese SKS and my brothers Russian SKS is the position of the rear sling mountin point (Chinese one is on the left side of the stock; Russian one is on the bottom of the stock) and the bayonet (Chinese one has a "pig-sticker"; Russian one has a blade). There's some minor differences, some stamped parts.

Of all the SKS rifles I own, Russian, Romainian, Yugo, Albanian, and Chinese, the Chinese is at the bottom fit and finish wise. Accuracy is a little better in the European rifles too. YMMV. Communism running rampant! I own two Norinco's.. that said, I'd gladly trade either of them for a good Russian!
